Established in 1989 as a way of improving affordable housing in Stamford, Housing Development Fund Inc. is now a statewide organization that has also started offering its services in New York and Massachusetts. HDF has more than $120 million under its management and assists developers with revitalizing homes and homebuyers with educational services and down payment assistance.

To facilitate the development of affordable rental and homeownership opportunities. HDF accomplishes this mission through assisting households in becoming and remaining owners of affordable homes, and through financing affordable rental opportunities for low and moderate income households.

Commercial Real Estate Financing

Open to experienced nonprofit affordable housing developers, this program provides funding for subsidized homes, special needs and supportive housing, mixed income housing, and mixed-use real estate. HDF offers loans for pre-development, acquisition/rehabilitation, construction, permanent, and mini-permanent, as well as bridge loans.

Homeownership and Sustainability Assistance

HDF provides first-time homebuyers with educational resources and down payment assistance. Borrowers must meet certain requirements to qualify.
